In the Sokal city council, inform the citizens of Sokal about the construction of a new residential complex in the city
The issue of construction was brought up for consideration at the session, and the deputies discussed it several times. The decision of the session of the Sokal City Council No. 856 dated August 26, 2022 approved the Project of amendments to the urban planning documentation “Detailed plan of the territory of the block of multi-storey residential buildings on the street. Heroes of the UPA in the city of Sokal, Lviv region”, in accordance with the previously held public hearings dated 02.15.2022, at which the project decisions of this documentation were agreed upon and all suggestions and comments from the public were taken into account.
The previous detailed plan (which was amended) provided for the development of the entire territory (approximately 3.0 hectares) with multi-apartment residential buildings and did not leave any territory for public space, and even more so solving the problematic issue of car parking for residents of nearby buildings.
It is not a secret for anyone that during the maximum load it is impossible to drive through this street, cars cannot pass each other, there are constant traffic jams. That is why the city council made a decision to make changes to the specified documentation, according to which the designers and the developer planned to divide the territory of the multi-apartment building into 2/3 parts, and leave the public space in the center (which includes both playgrounds and a public parking lot for 70 places). The rest – 130 parking spaces, provided in “pockets” along the roads around the designed buildings, which will not create problems for the movement of cars on these and adjacent roads. All sanitary gaps from the parking lots are maintained and described in the explanatory note. The territory of the parking lot in question occupies 40% of the area of public space and is located in the zone of negative influence from the transformer substation, where it is not possible to place a rest area, and especially CHILDREN’S playgrounds.
The Sokal City Council did not and will not intend to sell or transfer this area of public space (plot with an area of 0.39 hectares) – this area will be more useful for the neighborhood if it is left in the ownership of the community. Consideration of improvement issues, according to the Law of Ukraine “On Improvement of Settlements” is exclusively the competence of the executive committee, that is why the decision of the executive committee (among which there is a “manual” resident of this microdistrict) was made to grant the developer a permit to build a PUBLIC PUBLIC PARKING PARK and driveways from ” pockets”, and not to transfer or sell this territory to him. We believe that the correct approach of this developer is to first put the engineering and transport infrastructure in order, to unload the existing carriageway of Geroiv UPA street from cars, and then to start the construction of a new multi-apartment building.
The recreational area with children’s playgrounds remains fully functional, as was presented at the session and public hearings, but the primary issue for the neighborhood is car parking, and only after that, when driveways with a hard surface will be arranged, you can start arranging the park area. We would also like to add that consideration of improvement issues is exclusively the competence of the executive committee, and not a sessional issue.
According to the investor, the arrangement of the parking lot will cost approximately UAH 2 million, the road – UAH 4.5 million, the rest area – up to UAH 3 million, and the total investment amount will be UAH 400 million, so compared to with the funds that will be invested in our Sokal community, the costs for arranging the necessary infrastructure and decongesting the adjacent streets from cars are economically justified
