From 1 June, the procedure for entering the centre of Lviv will be changed

У центрі Львова з 1 червня запроваджують нові правила в’їзду: менше перепусток, суворі вимоги до мешканців, чіткі санкції за порушення.

Starting from 1 June 2025, an updated procedure for vehicles entering the pedestrian zone will be introduced in the centre of Lviv to improve the safety and comfort of residents.

The new regulation significantly reduces the number of categories of passes from five to three, which is intended to streamline traffic in the city centre. The passes will be valid for one year, which will allow for annual checks on the relevance of the right to enter. According to Oleh Zabarylo, Director of the Urban Mobility Department, “this practice will allow us to effectively control traffic and gradually weed out vehicles that do not have an urgent need to be in this zone.”

The categories of passes are divided by purpose: A – for residents, people with disabilities and hotels, B – for public transport, and C – for servicing residents and institutions. At the same time, special vehicles (ambulances, police, firefighters) will now be able to enter without hindrance. Residents will have to meet clear criteria – registration, car ownership and housing – otherwise they will not be granted a pass.

“Pedestrians should always be a priority, because the city centre is a space for people, not cars,” said Yevhen Boyko, manager of the executive committee. Paid delivery of goods to the pedestrian zone is also allowed from 6:00 to 9:00: UAH 3,600 per month, with a 50% discount for electric vehicles. Violation of the time of stay after 09:15 is punishable by a fine of five times the cost of the pass.

A clear system of sanctions is being introduced, ranging from a written warning to the cancellation of a pass for repeated violations or its transfer to others. In particular, “in case of four violations or parking on Rynok Sq. Rynok Square – blocking for 30 days”. One-time passes are now available for a fee for urgent needs, such as weddings and funerals, and allow entry at a clearly defined time.

In this way, Lviv City Council aims to keep the historic environment of the city centre safe, comfortable and attractive for Lviv residents and visitors by limiting transit traffic and misuse of the passes.
