On November 2, during a regular meeting, the session of the Drohobych city council approved the Regulation on summer playgrounds and terraces located at food establishments in Drohobych and Stebnyk.
The regulation on the temporary use of certain constructive elements of the improvement of communal property in the cities of Drohobych and Stebnyk for the placement of open summer playgrounds near public catering establishments was developed by the Department of Investments and Economic Development at the initiative of the first deputy mayor Roman Beyzyk.
As reported by the Department of Investments and Economic Development, the Regulations clearly defined the concepts of “improvement element” and “open summer playground”, prescribed the procedure for placing the object on the improvement elements and the procedure for calculating the right to use the improvement element.
A special formula has been developed to calculate the fee for the placement of the summer playground. To calculate it, they will use 1% of the minimum wage, the area of the site and the zoning coefficient, which depends on the location of the institution. In the center and historical part of the city, it will be 1.2%, in sleeping areas and Stebnik – 0.8%.
Since the minimum wage will constantly increase, the fee per square meter of each site will also increase.
The fee for accommodation of summer playgrounds and terraces will be charged in the seasonal period – from April 1 to October 31 in 100% volume. From November 1 to March 31, it will be 50% of the approved amount. If the catering establishment decides to dismantle the summer playground for the winter period, it will not have to pay for it.
The implementation of the Regulation will help control the process of placing open summer playgrounds and receive additional revenues to the budget of the Drohobytsk City Council, which are planned to be directed to the maintenance and repair of landscaping elements.
Entry into force The Regulation automatically cancels all permits that were previously issued to economic entities on a free basis. Therefore, all institutions with summer playgrounds and terraces should apply to the Department of Investments and Economic Development of the Drohobytsk City Council to conclude a contract for the temporary use of individual constructive elements of the improvement of communal property for the placement of open summer playgrounds near restaurants and pay for the placement of summer playgrounds.
