A competition has been launched in Lviv to select a private partner to build a new 220-bed surgical unit for the UNBROKEN ecosystem at 9 Mykolaichuka Street. The project envisages attracting private investment not only for construction, but also for the subsequent technical maintenance of the unit.
The building is planned to house surgical and diagnostic departments, an intensive care unit, inpatient wards, a laboratory complex, a sterilisation unit and a transplantology department. The unit will be constructed on the basis of design solutions previously developed at the request of the First Territorial Medical Association of Lviv.
The project will be implemented as a public-private partnership. The private partner must finance and organise the construction, ensure that the facility is commissioned, and then maintain it for a defined period. At the same time, management of the medical facility and the provision of medical care will remain with the First Territorial Medical Association of Lviv.
«Engaging a private partner will make it possible to align private investment with the needs of the city's healthcare system. At the same time, no rights to manage the unit or to provide medical services are being transferred to the private partner. Medical care for patients will continue to be provided by the First Territorial Medical Association of Lviv,» the Investment and Projects Office of Lviv City Council notes.
The overall duration of the project will be 17 years. The first 2 years are allocated for construction and commissioning of the surgical unit, and over the following 15 years the private partner will be responsible for its technical maintenance.
The competition will be held in two stages. First, the standing competition commission of Lviv City Council on public-private partnership projects will conduct a qualification stage, during which it will verify that applicants meet the technical and financial requirements and have the capacity to implement the project. To take part at this stage, companies must submit applications.
At the second stage, participants who pass qualification will submit bids containing detailed technical and financial components. The commission will analyse the submitted materials and determine the winner. Applications to take part in the qualification stage are being accepted until 18:00 on 20 January 2027.
The architectural concept for the future unit was created by world-renowned Japanese architect Shigeru Ban, a Pritzker Prize laureate. The design work was carried out by the ABMK architectural bureau. An international and Ukrainian team of experts worked on preparing the project: in particular, Swedfund allocated 4 million Swedish kronor for the development of the feasibility study, tender documentation and the draft public-private partnership agreement. The main advisory partner is the International Finance Corporation (IFC); EY Ukraine, Deloitte, the Ukrainian Healthcare Centre, Shigeru Ban Architects and abmk were also involved in the work.
