The Lviv community is running a municipal scheme to reimburse the cost of journeys in the specialised Uklon Inclusive class for people who use wheelchairs. It is available to community residents, internally displaced persons and service personnel who use a wheelchair either temporarily or on an ongoing basis.
The Inclusive car class service has been operating in Lviv since 2024. During this time, 8,715 journeys have been made, 1,267 people have used the service, and the total mileage of the specialised vehicles has reached 98,100 km. The cars are equipped for the safe transport of people in wheelchairs, and drivers receive special training and assist passengers when boarding and alighting.
The head of the Social Protection Department of Lviv City Council, Tetyana Kolesnyk, stresses that accessible mobility is a key condition for a person’s full participation in community life, especially in wartime, when the number of veterans who need barrier-free movement around the city is increasing.
The maximum amount of reimbursement from the city is up to UAH 800 per month. Since the scheme was launched, 87 people have been added to the list of beneficiaries, 50 of whom have already applied for reimbursement. In total, 178 payments have been funded, amounting to UAH 105,000.
Uklon notes that cooperation with Lviv City Council takes place under a partnership memorandum. Uklon Inclusive drivers undergo mandatory annual training to comply with standards of ethical communication and to provide passengers with the necessary assistance at every stage of the journey.
The full set of documents and the application only need to be submitted once. Thereafter, to receive monthly reimbursement, it is sufficient to send the receipt and journey report (transfer ticket) from the Uklon app in paper or electronic form.
