Lviv to tighten e-scooter rules to protect children

Lviv is preparing changes to the rules for using e-scooters in order to reduce the number of injuries, especially among children. This was discussed at a meeting of the executive committee of Lviv City Council.

According to the city authorities, last year in Lviv three children became posthumous donors after sustaining severe injuries related to e-scooters. Over the past three months, more than 100 children injured in e-scooter incidents have been admitted to hospital in the city.

At the meeting of the executive committee, it was proposed that from 1 July a number of restrictions be introduced for e-scooter rental operators and users.

  • Rental operators must ensure age verification of users, and e-scooter hire should be available only from the age of 16.
  • Identify accident blackspots where the speed of e-scooters will be limited to 15 km/h.
  • Make the use of protective helmets compulsory, for which amendments to the public realm regulations will be developed.
  • Prohibit leaving rental e-scooters outside specially designated parking areas.

The City Council notes that the city cannot impose a complete ban on e-scooters, as it does not have the powers to do so. Therefore, Lviv is tightening the rules of use, limiting speed in hazardous locations and pressing for changes to national legislation, stressing that human life is more important than any business.
