Expert Teams to Replace Medical-Social Expert Commissions in Lviv Hospitals

Starting January 1, 2025, medical-social expert commissions (MSEK) in Ukraine will cease to operate, and expert teams for evaluating daily functioning (EKOPFO) will take their place. In Lviv, these teams will function within the First Medical Association, including St. Panteleimon and St. Luke hospitals.

How Will the New Teams Operate?

  • Digitization: All documents will be submitted electronically. The attending physician determines signs of disability, processes the documents, and submits them via email. Administrators verify the submissions and schedule the review.
  • Team Composition: 132 specialists (cardiologists, traumatologists, therapists, etc.) will participate. The commission’s chair will be assigned automatically based on the patient’s condition.
  • Case Review: The system randomly selects team members to eliminate corruption risks. The review results are recorded in a protocol.

Steps in the Review Process:

  1. Document Submission: The patient consults their family doctor, who forwards the case for review via email (ekopfo@1tmolviv.com).
  2. Commission Assignment: Administrators form a commission team using a specialized program.
  3. Case Review: The team evaluates the patient’s condition and determines disability status or further treatment needs.

Benefits of the New System:

  • Transparency: Randomized team formation and an electronic system eliminate malpractice.
  • Efficiency: Each case will initially take 40 minutes to review, later reducing to 30 minutes.
  • Convenience: Patients face fewer bureaucratic hurdles.

Specialized Case Handling

General diagnoses will be handled by the First Medical Association, while specific conditions (oncology, cardiology, psychiatry, phthisiology) will be addressed by specialized institutions in the Lviv Territorial Community.

The first reviews by expert teams in Lviv are scheduled for January 6, 2025.
