The Ministry of Veterans Affairs of Ukraine has announced the possibility of free long-term medical care for combatants and persons with disabilities resulting from the war. The services are provided under an experimental project for those who require substantial assistance from others.
Such care is available to veterans whose Barthel Index score is 30 points or less. Long-term medical care includes medical monitoring and support, treatment, examinations and diagnostics, symptomatic therapy and pain relief, assistance with hygiene and nutrition, maintenance rehabilitation, psychological, social and spiritual support, as well as training family members in care skills.
To use the service, an application from the patient or a family member or legal representative is required, along with a combatant’s certificate or a certificate of disability resulting from the war (or an extract from the YEDRVV), as well as a referral from a family or attending doctor.
The care is provided on an inpatient and free-of-charge basis at healthcare facilities that have signed a contract with the NHSU. The experimental project will run until and including 15 December 2026. At present, the services are available at nine medical facilities in Volyn, Kyiv, Khmelnytskyi, Dnipropetrovsk, Poltava, Ternopil, Cherkasy and Rivne regions.
