An indictment has been submitted to court against a 65-year-old resident of Staryi Sambir, who is accused of collaboration under Part 4 of Article 111-1 of the Criminal Code of Ukraine. This was reported by the Lviv Regional Prosecutor’s Office.
According to the investigation by the Security Service of Ukraine Office in Lviv region, while living in Lviv region, the woman held the position of general director of a Russian limited liability company, and was also registered in Russia as a sole trader.
Despite the introduction in 2022 of criminal liability for collaboration, the accused did not terminate her business in the aggressor state and continued commercial activity in cooperation with its authorities. During 2023–2026, on behalf of the company she concluded contracts with state bodies and local self-government bodies of the Russian Federation for the development of project documentation for the reclamation of land plots with rubbish dumps in the Republic of Sakha (Yakutia.
These were contracts with municipal institutions of the Gorsky, Allaikhovsky and Ust-Yansky districts with a total value of over 41 million Russian roubles. For fulfilling these contracts, the company received from state bodies of the aggressor country more than 41.4 million Russian roubles, which at the average exchange rate amounts to almost 19 million UAH.
In addition, by ensuring the company’s operations on the territory of Russia, the accused organised the payment to the budget of the aggressor state of taxes and mandatory charges totalling more than 5.1 million Russian roubles (around 2.3 million UAH). During 2023–2024 she also personally received more than 10.7 million Russian roubles in salary from the company’s accounts, which in hryvnia equivalent exceeds 4.7 million UAH.
The investigation believes that in this way the woman continued to conduct commercial activity in cooperation with the aggressor state, ensuring the operation of the company, the performance of municipal contracts and the inflow of funds to the budget of the Russian Federation. The pre-trial investigation in this case was carried out by the Security Service of Ukraine Office in Lviv region.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and may not be subjected to criminal punishment until their guilt has been proven in the manner prescribed by law and established by a guilty verdict of the court.
