In Zakarpattia, RTCC officials suspected of unlawful detention of conscripts

In Zakarpattia, three officials of a district territorial recruitment and social support centre have been notified of suspicion; the investigation believes they were involved in the unlawful detention of conscripts and torture. This was reported by the specialised defence prosecution office of the Western region.

According to the investigation, between February and April 2026, 21 conscripts were held without due grounds on the premises of a temporary mobilisation point. Their call-up was cancelled after military units refused to accept these individuals for service, yet they were not released from the assembly point. The duration of their detention ranged from one to 48 days.

The violations were uncovered during a monitoring visit by representatives of the Ukrainian Parliament Commissioner for Human Rights. As part of the investigation, prosecutors and investigators established the circumstances of the events, questioned victims and witnesses, seized and analysed official documentation, materials of internal service inspections, as well as footage from police body cameras.

A separate episode involving the torture of one of the conscripts has been documented. According to the investigation, an instructor used physical violence against the man, after which he was handcuffed to a ladder and left there until the following morning.

The head of the district RTCC and the head of the military registration unit are charged with abuse of authority and unlawful deprivation of liberty, while the instructor is charged with torture. Prosecutors have petitioned the court to remand the suspects in custody, and efforts continue to identify other possible victims and persons involved.

In accordance with Article 62 of the Constitution of Ukraine, every person is presumed innocent until their guilt has been proven in court.
