
The government is introducing new support measures for entrepreneurs amid the energy crisis.
Small and medium-sized businesses continue to operate despite emergency shutdowns due to Russian strikes, which leads to additional expenses. To help them get through this challenging period, the Cabinet of Ministers has approved a support package. It includes:
1⃣ One-time financial assistance for small businesses for energy independence. Sole proprietors in groups 2-3 who operate in socially important sectors such as food establishments, pharmacies, coffee shops, grocery stores, bakeries, and other essential services can receive a one-time payment ranging from 7,500 to 15,000 UAH. The payment amount depends on the number of employees, provided there is at least one employee. Applications are submitted through the Diia portal. Subsequently, partner banks verify the application, and the State Employment Service transfers the funds. The funds can be used for purchasing and repairing energy equipment, fuel for generators, and paying for electricity services.
2⃣ 0% loan for business energy equipment. Enterprises that meet the criteria of the 5-7-9% program can attract a targeted loan for purchasing generators and battery storage systems at a zero interest rate. The state compensates the difference through the Entrepreneurship Development Fund. Nearly 50 partner banks of the 5-7-9 program provide loans with a term of up to 3 years. The maximum loan amount is up to 10 million UAH.

These decisions should help continue operations, fulfill resilience roles, and preserve jobs during the most challenging energy conditions. Details and the program start date will be announced by the Ministry of Economy, Environment, and Agriculture of Ukraine.
