Philip Morris Ukraine was located in the Kharkiv region, but the premises were damaged in a Russian attack.
Philip Morris Ukraine has officially launched its new factory in the Lviv region. This is the Ukrainian division of the international corporation, one of the largest tobacco manufacturers in the world.
“Philip Morris Ukraine had a modern factory in Kharkiv, which produced a number of international brands for both Ukrainian and foreign markets. In February 2022, after the beginning of the full-scale invasion of Ukraine by the Russian Federation, the factory temporarily suspended operations due to active hostilities in the region.
The total investment for the construction of the plant in Lviv region reached over USD 30 million. The plant will create 250 jobs.
“We had to suspend production in Kharkiv. Our employees were evacuated and the factory has been mothballed since then. By the end of 2022, we were able to resolve the issue of supplying our products, and we continued to manufacture some of them at the facilities of our colleagues from another company. We did not want to stay in this status for long. Already in June 2023, thanks to the UkraineInvest team, we found this site in the Lviv region. In total, it took us a year from the idea to the implementation of the project, which is an incredible result. I would like to thank the regional administration for their support, as all permitting procedures were carried out in a timely manner,” said Maksym Barabash, CEO of Philip Morris Ukraine.
The first production line is already in operation. The plan for the year is to launch four more lines, thereby ensuring the production of 10 billion units of tobacco products that will fully meet the needs of the local market.

“Together with the Department of Economic Policy, over the past two years, we have established the process of relocating enterprises to Lviv region. Today, more than 200 manufacturers from various industries operate in the local market and have moved their facilities to our region. “Philip Morris Ukraine is our largest investor during the great war. We want other major global players to enter our market along with it. Today, we have the opportunity to open new factories and plants in Lviv region and create new jobs – all thanks to our Armed Forces,” said Maksym Kozytskyi, head of the Lviv Regional Military District.
“This year Philip Morris Ukraine celebrates its 30th anniversary in the Ukrainian market. During this time, the company has invested more than USD 750 million in our economy. In 2022, it paid UAH 25.3 billion in taxes in Ukraine. Since the beginning of the full-scale war, the Ukrainian division has been ensuring a stable supply of its products to Ukraine through imports from 8 factories abroad and a temporary partnership with another manufacturer in Ukraine.
