A three-year project to develop “smart medicine” is being launched in Lviv at St Panteleimon and St Nicholas hospitals of the First Lviv Medical Association. It provides for the purchase of modern medical and computer equipment, as well as the implementation of specialised software with a total value of 5.6 million US dollars. The project is being implemented with the support of the people of Taiwan.
The memorandum on the implementation of the initiative “Improving smart medicine in the emergency departments of two hospitals in Lviv” was signed at Lviv City Hall. The document was endorsed by the Mayor of Lviv Andriy Sadovyi, Director General of the First Lviv Medical Association Oleh Samchuk, Executive Director of the UNBROKEN Charitable Foundation Oleksandr Kobzarev, Secretary General of the TaiwanICDF International Cooperation and Development Fund Dr Yu-Lin Huang and a representative of the Taipei Representative Office in Poland Jeff Yu J. Liu. The ceremony was held in a hybrid format: the Lviv side gathered in the City Council’s session hall, while international partners joined online.

The project will be implemented between 2026 and 2029. The main focus will be on the emergency departments and intensive care units of the two hospitals. They will receive bedside monitors for patients’ vital signs, as well as server, network and computer equipment.
A separate component will be the development of software that will automatically transmit data from the monitors to an interactive dashboard at the nurses’ station. This will enable clinicians to see up-to-date patient indicators in one place, respond more quickly to changes in their condition and reduce manual data entry and processing.
As part of the modernisation, the reliability of the internet infrastructure and medical information security systems will also be strengthened to ensure uninterrupted operation and data security even in crisis conditions. The project provides for the development of the hospitals’ IT capacity and training for medical and technical staff to work with the new systems.
The project implementation is expected to involve Ukrainian company “Doctor Eleks”, as well as specialists from “Chunghwa Telecom” and other partners with experience in integrating medical information systems.
The International Cooperation and Development Fund TaiwanICDF operates in the fields of healthcare, education, information technology, environmental protection, agriculture and support for small and medium-sized enterprises. For Lviv, this project is intended not only to provide new equipment for the two hospitals, but also to serve as a step towards strengthening the information resilience of the healthcare system and creating a secure and stable infrastructure for working with medical data.
