Kyiv divers stop flooding at CHP plant after six-day operation in –15 °C conditions

In Ukraine’s capital, divers of the State Emergency Service (SES) conducted a unique underwater mission under harsh winter conditions, with temperatures dropping to –15 °C.

The emergency occurred following another Russian missile strike that damaged a pipeline at one of Kyiv’s combined heat and power (CHP) plants. The resulting flooding seriously hampered repair efforts for vital equipment responsible for supplying heat and electricity to thousands of homes.

Without hesitation, SES divers began their operation in freezing water, undeterred by the extreme weather. The mission lasted six days. During this time, they managed to stop the water leak, allowing repair crews to continue restoration work.

For their courage and professionalism, the President of Ukraine awarded the divers with state honors (Presidential Decree No. 642/2026):

  • Order “For Courage” III Class: Artem Orlov, Denys Frolov, and Mykhailo Khyzhniak
  • Order of Danylo Halytskyi: Andriy Vlasenko
  • Medal “To the Defender of the Homeland”: Anton Haitan

This operation is a powerful example of dedication and bravery that helps keep the country going in the face of war. Deep gratitude goes out to all SES personnel for their commitment and service.
