
In October 2024, a state-owned district heating company entered into a contract with a supplier of rapidly erected civil protection shelters. Under the terms of the agreement, the contractor was to install two shelters — with capacities of 100 and 70 persons respectively — for staff working during air raid alerts.
According to the investigation, the structures actually installed did not meet the requirements for shelters at critical infrastructure facilities: the constructions were of a lower protection standard and did not provide adequate safety for heating plant workers during enemy strikes, as required under the Civil Protection Code of Ukraine.
Despite being aware that the structures did not comply with the established standards, the former acting director of the company signed payment orders on the basis of which settlements were made with the supplier. As a result, the enterprise suffered losses of nearly 7 million hryvnias.
Under the procedural supervision of the Lviv Regional Prosecutor’s Office, the official has been notified of suspicion of abuse of office resulting in grave consequences (Part 2, Article 364 of the Criminal Code of Ukraine). The pre-trial investigation is being conducted by the Territorial Office of the Bureau of Economic Security in Lviv Oblast, with operational support provided by the Security Service of Ukraine’s Directorate in Lviv Oblast.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and may not be subjected to criminal punishment until their guilt has been proven in accordance with the law and established by a court’s guilty verdict.
