
The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has initiated monitoring of how local self-government bodies exercise their powers in the field of consumer rights protection. This was reported by the Department of Economic Policy of the Lviv Regional State Administration.
The purpose of the monitoring is to assess how effectively local self-government bodies perform the functions defined by law regarding consumer rights protection, to identify problematic issues and the reasons for improper performance of these powers. Based on the data collected, proposals are to be prepared to improve mechanisms for ensuring citizens’ right to the protection of their rights as consumers.
As part of this initiative, the Commissioner has developed two separate questionnaires. The first is intended for local self-government bodies – “Questionnaire on the exercise by local self-government bodies of powers in the field of consumer rights protection, as provided for in Article 28 of the Law of Ukraine ‘On Consumer Rights Protection’.”
The second questionnaire is addressed to citizens – “Consumer rights protection in the community”. The survey will run until 18 September 2026, and its results will be used within the framework of the monitoring conducted by the Ukrainian Parliament Commissioner for Human Rights to assess how local self-government bodies are exercising their powers in the field of consumer rights protection and to prepare the relevant proposals.
