
In Lviv, charges have been brought against the director of a charitable foundation who defrauded military personnel and a volunteer of over 1.3 million UAH.
Under the procedural guidance of the Frankivsk District Prosecutor’s Office in Lviv city, charges have been announced against a 41-year-old man. He is accused of fraud (Part 2, 3, 4 of Article 190 of the Criminal Code of Ukraine).
According to the investigation, from December 2023 to February 2025, a resident of Lviv implemented a fraudulent scheme to take possession of funds intended for the needs of the Armed Forces of Ukraine. Using a charitable foundation he established, the suspect simulated providing assistance to the Armed Forces. Specifically, he promised the victims to assist in purchasing vehicles and equipment for military needs. This involved a total of 7 cars of various models, thermal imaging sights, and quadcopters.
Exploiting the trust of the victims, the suspect received advance payments from them for the ordered goods. Payments were made directly to the suspect’s bank cards as well as through an electronic payment system. However, the man did not deliver the ordered goods, and he used the received funds at his own discretion. It is documented that in this way, he defrauded four military personnel and one volunteer. The total amount of losses incurred by the victims is almost 1.3 million UAH.
At the prosecution’s request, a pre-trial restraint in the form of detention with the right to post bail has been chosen for the suspect. The pre-trial investigation is being conducted by Lviv District Police Department No. 2 of the Main Directorate of the National Police of the region, with operational support from the Cybercrime Counteraction Department in Lviv region of the Cyber Police Department of the National Police of Ukraine.
Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal penalty until their guilt is proved in a legal manner and established by a court conviction.
