A corruption scheme has been uncovered in Kyiv’s veterinary establishments, related to traveling abroad with pets.
According to the investigation, employees deliberately delayed the process of processing documents for animals. Subsequently, citizens were offered to “expedite” the process for a certain fee.
The mechanism involved artificial delays in procedures like chipping, vaccination, and blood testing. Officials were receiving between 7,000 and 12,000 UAH for these “services”, while the official cost did not exceed 2,100 UAH.
Documents were issued without the actual necessary procedures being completed, and data were backdated. Searches were carried out in the capital’s veterinary facilities, with a significant amount of money and documentation confiscated.
Currently, at least seven state veterinary hospitals and one laboratory have been identified as being involved in this scheme.
