isWork: answers to the most common questions about micro-grant programs

Almost a year ago, the government project of business grant support called eRobota was launched. Its main goal is to accelerate the recovery of the national economy, create new jobs, and provide effective assistance to businesses in overcoming the severe consequences of the armed invasion of Ukraine.

The program is gaining momentum, and as a result, people interested in the prospect of creating or expanding their own business have many questions about the possibilities and conditions of obtaining grants, deadlines for preparing and submitting applications, the targeted use of funds and the creation of new jobs. Given their large number and nature, the State Employment Service continues to answer the most common questions about receiving grants under the “Own Business” and “Grant for Veterans” programs:

– By what date should I apply for a veteran’s grant and how long should I wait for a decision after the interview?

The schedule for submission of applications and the deadline for their consideration are published on the Diya portal

– When submitting an application for a veteran’s grant, is it necessary to indicate the specific address of the business activity or is it sufficient to indicate only the name of the settlement?

Clause 10 of the Procedure for providing micro-grants for the creation or development of one’s own business (hereinafter referred to as the Procedure) defines a complete list of information to be provided in the application by applicants for receiving a veteran’s grant, including, in particular, the place of activity. A similar situation with tax regulations – it is necessary to specify the specific address of the place of future business. In the event of a change of business address, the recipient of the grant informs the regional employment center and provides confirmation of registration of the new place in the State Tax Service (form 20 OPP).

– When do obligations to return the grant in the form of taxes and all other obligations arise? How long does it take to hire employees after receiving a grant?

Obligations regarding the implementation of the business plan and all conditions of the micro-grant agreement arise from the date of receipt of grant funds. The procedure specifies that a mandatory condition of the micro-grant agreement is the creation (within six months from the date of the funds being credited to the recipient’s account in the authorized bank) of new jobs depending on the size of the micro-grant, and the employment of persons for a period of at least 24 months. Therefore, the date of receipt of the micro-grant should be considered the date of transfer of funds to the recipient’s account. From this day, the terms for fulfilling the terms of the contract are calculated.

– Is the EUS included in the payment of taxes and fees?

In accordance with the changes made to the Procedure by the Resolution of the CMU dated 19.05.2023 No. 540, the EUV is taken into account for employees employed in accordance with the Procedure (whose employment was provided for by the micro-grant agreement).

As for the micro-grants provided before the adoption of these changes, this issue is currently being resolved. The results will be reported additionally through the information channels of the State Employment Service.

– When does the status of the application change in case of revision?

According to the terms of the Procedure, the person has 15 calendar days from the day he receives the message from the regional employment center, sent to the recipient’s office on the Diya portal, to correct and finalize the business plan.

After that, the application is re-considered taking into account the changed business plan. In case of failure to submit a revised business plan within the specified period, the State Employment Center makes a decision to refuse to provide a micro-grant.

– Is it necessary to go through an interview again when re-submitting an application for receiving a grant?

Yes, the new application involves the complete completion of the entire procedure.

– Where should the applicant go to make changes to his business plan?

If it is necessary to change the purpose of receiving micro-grant funds, the recipient must apply to the State Employment Center (01601, Kyiv, Esplanadna Street, 8/10) with a corresponding written statement, set out in an arbitrary form, and justifications for the change of purpose, to to which are added:

– copies of the additional agreement signed by the recipient to the micro-grant agreement with the recipient’s details;

– copies of the business plan (taking into account the changes proposed by the recipient) – both parts (descriptive and income and expenditure plan) must be endorsed by the recipient on each page.

In case of questions, the grant recipient can contact the nearest regional employment center for clarification.

– How can I get confirmation of a change in the purpose of receiving micro-grant funds? What to do if the message did not arrive in the mail? What is the procedure in this case?

The decision to change the purpose of receiving micro-grant funds is taken by the commission of the State Employment Center (SEC) at the next meeting of the commission.
