
In the event that traffic lights are out, traffic controllers help organize movement at dangerous intersections.
Hand with baton raised up: No movement allowed for anyone — both vehicles and pedestrians.
Right hand extended forward: From the chest side of the controller, vehicles are allowed to move only to the right. From the back and right side — no movement is allowed. Pedestrians are allowed to cross the road behind the controller.
Right hand extended forward, controller standing with left side: Drivers may move in all directions. Pedestrians are allowed to cross the road behind the controller.
Hands extended to the sides, lowered, or right hand bent in front of the chest: From the chest and back side — movement for all is forbidden. Pedestrians are allowed to cross the road in front of the chest or behind the controller. Vehicles may move from one arm to the other or turn right.
