
Changes in Housing Rental for IDPs: New Rules and Support
Initiated by the Coordination Center for Civilian Support in Lviv region and with the participation of the Deputy General Director of the Directorate for Targeted Social Support of the Population of the Ministry of Social Policy, Oksana Ovramenko, a meeting was held regarding the implementation of Cabinet Resolution №1225.
The event was attended by representatives of social protection of territorial communities, internally displaced persons, district military administrations, IDP councils along with representatives of the Department of Social Protection of the Population of the Lviv Regional State Administration and the Main Directorate of the Pension Fund of Ukraine in Lviv region.
Concluding Rental Agreements
As noted by Advisor to the Head of the Lviv region Maksym Kozytskyi and Head of the Coordination Center for Civilian Support in Lviv region, Halyna Bordun, according to Resolution №1225, the conclusion of rental agreements with internally displaced persons (IDPs) and landlords will take place in all branches of the Pension Fund. She emphasized that such a state strategy is correct for regulating the housing rental market.
“Our goal is to build good communication and explanatory work to inform IDPs who are ready to rent and those who are ready to lease – landlords, according to this Resolution, so that those who need help can receive it. This is already the second meeting with the Ministry of Social Policy of Ukraine, now we are moving to weekly meetings with partners. Today these issues will be addressed by colleagues from ‘Right to Protection’, MF OZN’s ‘Carpathian Region NEEKA Ukraine’ and others,” said Halyna Bordun.
Rental Subsidy
Also, according to Oksana Avramenko, the rental subsidy is an important tool for supporting IDPs as it considers both the financial capability of the family to pay rent for housing and the difference in rental prices in different regions of the country.
“This also legally protects the family since the lease agreement safeguards against unreasonable price increases or eviction without grounds. And importantly, it ensures the protection of the landlord from non-payment of rent or utilities,” emphasized the Deputy General Director of the Directorate for Targeted Social Support of the Population of the Ministry of Social Policy.
