In Lviv region, quad bike rental manager served with suspicion notice after death of 17-year-old girl

In Lviv region, following a fatal road traffic collision involving a quad bike in which a 17-year-old resident of Lviv district died, law enforcement officers served a notice of suspicion on the manager responsible for renting out the vehicle. This was reported by the Lviv region police and the Lviv Regional Prosecutor’s Office.

According to the investigation, on 16 April a 35-year-old Lviv resident, who was responsible for the rental of quad bikes, allowed a technically defective vehicle to be driven by a minor girl who did not hold a driving licence of the appropriate category and did not have the skills for safe driving.

Preliminary findings indicate that the quad bike was not registered with the Ministry of Internal Affairs service centre and did not meet the necessary technical requirements for operation. In addition, the vehicle had faults in the braking system and the external lighting system.

In a forested area near the village of Vynnychky in Lviv district, the underage driver lost control, drove onto the verge of a dirt road and the quad bike overturned. The girl died at the scene from her injuries.

Investigators from the Lviv region police’s department for investigating criminal proceedings involving children, under the procedural guidance of the Lviv Regional Prosecutor’s Office, served the vehicle manager with a notice of suspicion of committing a criminal offence under Article 287 of the Criminal Code of Ukraine (putting technically defective vehicles into operation or other breaches of their operation).

The sanction under this article provides for a penalty in the form of a fine ranging from one thousand to three thousand tax-free minimum incomes of citizens, or correctional labour for up to two years, or restriction of liberty for up to five years, or imprisonment for up to five years, with a possible ban on holding positions related to responsibility for the technical condition or operation of vehicles for up to three years, or without such a ban. The pre-trial investigation is ongoing.
