Lviv Officials Exposed for Fictitious Employment Scheme

According to the Lviv Prosecutor’s Office, a former director of a Lviv municipal enterprise organised a fictitious employment scheme for monetary reward. This scheme allowed conscription-eligible ’employees’ to avoid service in the Armed Forces of Ukraine by securing deferments during mobilisation.

The chief economist of the enterprise was involved in this process. She provided financial confirmation of the formal employment and entered false information into financial reports. During the investigation, it was discovered that from April 2024 to August 2025, seven men aged between 29 and 46 were fictitiously employed, although they actually worked in other fields such as auto parts sales or long-haul trucking.

Part of the funds obtained at the municipal enterprise were transferred by the men to the bank accounts of the director and the economist. The former director has been charged with organising the obstruction of legal activities of the Armed Forces of Ukraine, while the economist is charged with aiding and abetting.

Both suspects have been remanded in custody with the option of posting bail. There is also consideration being given to their suspension from positions at the Lviv City Council, where they still hold managerial roles.

The investigation is ongoing, and other individuals involved are being identified. The pre-trial investigation is conducted based on materials from the Security Service of Ukraine in Lviv region.
