During the last three weeks, the heads of the structural units of the Lviv Oblast worked with the deputy commissions of the Lviv Oblast Council to determine the priorities of the Oblast budget. As a result, the deputy commissions formed the need to additionally allocate 140 million hryvnias for regional target programs. It is about more than 8% of the project software resource for the next year.
The deputies proposed to direct these funds to the protection and preservation of the historical and cultural heritage, highway maintenance, the program of national memory, the program of culture, and others.
The committee on budget and socio-economic development planned to settle additional requests and determine the sources of their funding. However, the meeting of the specified commission did not take place yesterday due to the lack of a quorum.
The Budget Code defines the terms of approval of local budgets – until December 25.
“With this in mind, today, in strict accordance with the norms of the current legislation, I signed the budget of the Lviv region for the next year. In 2024, the volume of the regional budget is planned to be UAH 6.2 billion. This is UAH 3.8 billion or 38% less compared to the expected performance in 2023. The negative dynamics is related to the fact that next year there will be no income tax on the income of individuals from the military in the regional budget, as well as subventions from the state budget for road repair,” noted the head of Lviv Oblast, Maksym Kozytskyi.
He explained that during the formation of the indicators of the regional budget for 2024, the change in the macro indicators of 2024 was taken into account. In particular: the growth of the minimum wage by 16%, the unified tariff grid – 20.8%, energy sources – 12.5%, the inflation index – 9.7%.
“In the regional budget for 2024, funds were provided for the support of the security and defense forces and measures related to the resistance to the armed aggression of the country. For the implementation of the complex program “Safe Lviv Oblast”, expenses in the amount of 400 million UAH were planned, for the health care program – 690 million UAH, for reimbursement of interest on mortgages for the military – 15 million UAH, another 200 million UAH were planned for priority regional medical institutions, in particular, those involved in the treatment and rehabilitation of soldiers and veterans,” said Maksym Kozytskyi.
He also emphasized that in the budget for next year there are no planned expenses for souvenir products, protocol events, various competitions.
