Cabinet revises land valuation methodology: Truskavets expects restoration of resort budget revenues

The Cabinet of Ministers of Ukraine has amended the Methodology for the regulatory monetary valuation of land plots, which is intended to reduce the losses of resort city budgets, including Truskavets. This was reported by Truskavets City Council.

It is noted that on 27 May 2026 the government, chaired by Prime Minister of Ukraine Yuliia Svyrydenko, adopted Resolution No. 676 “On Amendments to the Methodology for the Regulatory Monetary Valuation of Land Plots”. Prior to the adoption of these changes, Truskavets and other Ukrainian resorts had long been insisting on a review of the approaches to valuing land designated for health and wellness purposes.

The city council recalls that Cabinet Resolution No. 1147 of 3 November 2021, which approved the previous Methodology, provided for a reduction in certain coefficients. As a result, the tax base for land payments fell significantly, and local budget revenues from this tax declined. According to the State Tax Service of Ukraine, in 2022 revenues from land payments in communities across the country decreased compared with 2021 by almost UAH 6 billion, and the downward trend continued in the following years.

The largest losses were recorded precisely in resort towns, where most of the territory consists of land designated for health and wellness purposes. The report cites the example of the town of Morshyn, where the regulatory monetary valuation of such land per 1 sq. m fell from UAH 593.58 in 2023 to UAH 9.46 in 2026. A similarly sharp decline in revenues from land payments has been recorded in Myrhorod and Truskavets.

Truskavets City Council emphasises that revenues from payments for land designated for health and wellness purposes account for over 60% of the total land payment revenues for balneological resorts of national importance. The substantial reduction in the regulatory monetary valuation has weakened the financial capacity of such territorial communities.

The need to restore the revenues of resort city budgets was supported by the Association of Ukrainian Cities, of which Truskavets is a member. In April 2026, the AUC appealed to Prime Minister of Ukraine Yuliia Svyrydenko with a corresponding submission signed by the Association’s Executive Director, Oleksandr Slobozhan.

According to the city council, the Mayor of Truskavets, Andrii Kulchynskyi, repeatedly raised this issue during working visits to Kyiv, at the Congress of Regional and Local Authorities under the President of Ukraine, as well as at other events and forums held both offline and online.

As a result, the government approved amendments to the Methodology in order to minimise the loss of revenues for territorial communities in resort cities. Truskavets highlighted the role of Prime Minister Yuliia Svyrydenko, Minister of Environment and Agriculture Oleksii Soboliev, Deputy Minister of Economy, Environment and Agriculture Taras Vysotskyi, Head of the State Service for Geodesy, Cartography and Cadastre Dmytro Makarenko, the Association of Ukrainian Cities, Head of Lviv Regional Military Administration Maksym Kozytskyi, and the experts involved in preparing and agreeing the amendments to the Methodology.
