Lviv has developed a procedure for identifying and moving abandoned vehicles on the territory of the city community.
The relevant draft resolution was published on the Lviv City Council Information Portal on 10 October.
According to the new procedure, abandoned vehicles are those that have been parked on communal land for a long time, show signs of destruction (missing main parts or body parts) or have been abandoned by their owners. These vehicles can be dangerous, in particular due to leaking liquids or cluttering with waste.
District administrations are required to conduct regular surveys of their areas to identify such vehicles. Owners or users can report abandoned cars by providing photos and details about the location and duration of their non-use. Based on the results of the surveys, an abandoned vehicle detection report will be drawn up, after which an information sticker will be placed on the vehicle with a requirement to remove it. If the car remains in place after the second inspection, the materials will be submitted to a special commission.
The commission, which includes representatives of the city authorities, police and utilities, will identify the owners of the abandoned vehicles and decide on their relocation. If the owner cannot be identified, the vehicle will be moved to a special storage area.
If the owner does not claim the vehicle within six months, it may be sold. The proceeds from the sale will go to a special account, from which storage and evacuation costs are deducted. If the owner does not come forward within three years, the money will remain in the ownership of the community.
