Since the start of the programme, the commission has already processed 980 applications from internally displaced persons. A total of 751 people have received a positive decision on the provision of housing vouchers, while 229 applicants have been refused.
According to the department, since 1 December 2025, 1,047 applications to take part in this programme have been submitted via the Diia app. A further 67 applications are currently being processed by the commission.
“For many internally displaced people, this is not just square metres. It is a chance to finally feel stability and safety after losing their home because of the war. We can see that the programme is in very high demand, so we continue to process applications promptly and support people throughout the process of receiving assistance,” said the head of the Department of Social Protection of the Lviv City Council, Tetiana Kolesnyk.
This is a state programme to support internally displaced persons, under which assistance is provided for the purchase of housing in the form of a housing voucher. The maximum amount of such assistance is up to UAH 2 million.
A housing voucher can be used to purchase property, to invest in or finance the construction of housing, to purchase a plot of land for development, as well as to pay the initial deposit or repay a mortgage loan.
