As Natalya Alekseeva, Acting Director, tells. head of the historical environment protection department, premises with an area of about 100 m2, which have access to the inner courtyard and are located on the first and second floors, the owner purchased at an auction in 2020.
“Last year, we discovered that the owner had started carrying out renovation works. During the inspection of the house, it was established that this is not just a current repair, but a serious reconstruction, which led to the destruction of part of the premises – the wing. The owner started these works without any permits, approvals or even projects.
We recorded all the violations and the city sent a lawsuit to the court demanding that the owner restore this premises to the form in which he purchased it from the city. The court ruled in favor of the city.
Next, we will contact the owner of the premises to develop a concept for the restoration of the premises in the building on the square. Market, 40 with the restoration of the wing that was destroyed. After that, the Advisory Council, which was formed under the management of the protection of the historical environment, should consider the concept and project proposals. And only after that, the owner will be able to obtain town planning conditions for restoration and restoration. Next, it will be necessary to approve this project in the Central Body for the Protection of Cultural Heritage of the Ministry of Culture, and then implement it in accordance with all the agreed permits,” Natalya Alekseeva stressed.
According to her, the owner of the premises on Sq. Rynok, 40, a fine of UAH 170,000 was also imposed. However, he sued and contested this fine.
“Considering that in one case the court ruled in favor of the city, and the other case – about the fine, was stopped pending consideration of this one, now the consideration of the case on the appeal of the fine will be resumed, and given the positive decision regarding the obligation to restore the destroyed wing, we expect a positive decision on the fine,” the official added.
We will remind you that building No. 40 on Sq. Market – Kamianitsa Zuhorovychivska – built in the 17th century. In the second half of the 18th century belonged to the monastery of St. Onuphria. In 1773, the building was rebuilt and decorated with figures of Atlanteans by order of Anton Deima, a member of Stavropygia, the royal postmaster.
