Pornography Offices Under Police Cover Discovered in Three Regions

According to the Office of the Prosecutor General, a corruption scheme has been uncovered within the National Police system. It involved the cover-up of a network of so-called ‘pornography offices’ in Ivano-Frankivsk, Ternopil, and Zhytomyr regions. In these premises, erotic and pornographic materials were illegally produced and distributed online.

Investigations have revealed that heads of territorial units may have facilitated the unimpeded operation of these establishments for a monthly fee of 20,000 USD to the police leadership. An additional 5,000 USD was received by an intermediary. Coded references and private discussions were used to conceal the scheme.

The intermediary received payments of 45,000 USD in February 2026 and another 25,000 USD in April of the same year. Subsequently, a further tranche of 25,000 USD was recorded, after which the intermediary was detained. One of the law enforcement officers is now under suspicion for receiving unlawful benefits in particularly large amounts.

The operation is ongoing with the support of the Minister of Internal Affairs of Ukraine and the Internal Security Department of the National Police.
