
In Lviv, a municipal plot of land designated for public use on the outskirts of the city near the Kyiv highway has been presented to more than a dozen potential investors. The site in question is located at 8 Zemelna Street, which the city is preparing to sell at auction.
The plot has an area of 1.5 ha, with its designated use being the construction of an administrative and office building. The land is situated next to a shopping centre and has convenient access both into Lviv and out towards the Kyiv highway. The main utilities have already been brought to the site: electricity, water supply and a sewer collector.
According to First Deputy Mayor Andriy Moskalenko, these on-site viewings are being held in response to strong business demand for locations to develop manufacturing and commercial projects. The meeting was attended by representatives of manufacturing and logistics companies, who examined the functional designation of the plot and access to engineering networks.
This land is to be put up for auction again once its monetary valuation has been updated. The previous expert valuation was valid for one year and stood at around UAH 72 million. Now, according to the city council, the value has increased. The starting price has been set at UAH 76.98 million, and its approval is to be considered at a session of Lviv City Council. The minimum bidding increment will be 1% of the starting price, i.e. around UAH 770,000.
Deputy Mayor for Urban Planning Lyubomyr Zubach stressed that the plot will remain an auction asset, despite proposals to use it for other needs, as the community requires revenues for the development budget. City Hall plans to allocate a significant share of the proceeds to support the Armed Forces of Ukraine, the healthcare sector, veteran rehabilitation and other wartime priorities.
Andriy Moskalenko emphasised that the sale of this asset should provide an additional boost to economic activity in the city and create new jobs.
Lviv’s Chief Architect, Anton Kolomeytsev, said that planning conditions and restrictions for this area have already been prepared. The buyer who acquires the plot at auction will receive approved development parameters and will be able to move straight to the design stage.
Under these conditions, the maximum building coverage is set at 25%, as a substantial part of the area must be allocated for service zones – parking, access roads and other infrastructure. Functionally, the plot has been designated for a retail and office complex with integrated commercial and service premises. The height of the future building is limited to 15 m up to the parapet level and up to 17 m in total, taking into account engineering structures.
The site at 8 Zemelna Street is located in zone G2, which provides for the placement of commercial and office facilities. The city council expects a new, modern economic environment to emerge here.
According to reference data, this is a non-agricultural plot of land with an area of 1.5375 ha, of regular shape and with utilities connected. The cadastral number of the plot is :08:007:0187. The city expects that the auction will bring at least UAH 77 million into Lviv’s development budget.
