
In Lviv, the work of mobile administrative service centres has come to an end. From the first days after the Russian missile strike, they operated next to damaged residential buildings on Patona and Vyhovskoho streets. During this period, specialists provided 1,274 consultations and accepted 328 applications for compensation, helping residents promptly arrange the necessary documents. This was reported by the Lviv City Council.
The mobile ASCs operated from 30 July to 14 August directly next to the destroyed buildings. Here, residents received advice on compensation for damaged housing, options for relocation, restoration of documents and other administrative services.
During the operation of the mobile ASCs, the following were processed:
- 263 applications for compensation for damaged windows and doors;
- 65 applications for relocation assistance;
- 9 applications for inspection of damaged property for businesses;
- 16 requests for entering information into the State Register of Proprietary Rights to Immovable Property;
- 6 requests for information statements from the State Register of Proprietary Rights to Immovable Property;
- 4 notifications of damaged property;
- 1 application for issuing an ID card.
The Chief of Staff of the Executive Committee of the Lviv City Council, Yevhen Boyko, thanked ASC staff and residents for their coordinated actions in an emergency situation.
«The best response to the aggressor is swift, calm and well-coordinated work. We thank ASC staff for their professional and dedicated service, and residents for their resilience and courage,» said Yevhen Boyko.
Following the closure of the mobile units, residents can obtain all administrative services at Lviv’s permanent ASC offices.
The city provides financial assistance to flat owners whose homes were damaged by the missile strike: for shattered windows, damaged front doors, water damage caused while extinguishing fires, and it also reimburses the cost of renting temporary accommodation.
The amounts of payments are as follows:
- compensation for one shattered window — 15,000 UAH;
- compensation for damaged front doors — 20,000 UAH;
- compensation for water damage to a flat — 15,000 UAH;
- compensation for rent for residents of one-room flats — 12,000 UAH;
- for residents of two-room flats — 15,000 UAH;
- for residents of three-room and larger flats — 17,000 UAH.
If a resident of a one-room flat decides to rent a two- or three-room dwelling, the city pays them compensation of 12,000 UAH, and they cover the remaining rental cost themselves.
To receive compensation for replacing windows, front doors or for water damage to a flat, an application and a set of documents must be submitted to an ASC, including:
- a copy of a citizen of Ukraine’s passport or a passport with a contactless electronic chip together with the original certificate of registered place of residence (stay);
- a copy of the taxpayer’s registration card number;
- information about the bank account and its details;
- a copy of the document confirming ownership of the damaged residential premises;
- an act of visual inspection of damage caused by the missile strike, drawn up by the managing company, condominium association (OSBB), housing cooperative (ZhBK) or another authorised organisation;
- copies of documents confirming actual expenses or payment for services (till receipts, invoices, etc.).
To receive financial assistance for renting accommodation, residents must submit an application to an ASC together with the following documents:
- a copy of the passport;
- a copy of the certificate assigning an identification number;
- information about the bank account and its details;
- a copy of the document confirming ownership of the flat, a copy of the occupancy order or a copy of the order amending the residential tenancy agreement;
- for persons registered in the flat but not owners — an act confirming permanent residence, drawn up by the building manager (OSBB, ZhBK, private or municipal managing company).
On the basis of the submitted documents, the Executive Committee of the Lviv City Council adopts a decision on granting financial assistance for temporary accommodation for the duration of relocation. All payments are made exclusively to bank card accounts.
As a reminder, on 30 July Lviv came under missile attack. Two residential buildings on Patona and Vyhovskoho streets were the worst affected. In total, more than 20 residential buildings were damaged, as well as a school, a nursery and a library. One person was killed in the strike.
