
The Supreme Court of Ukraine on 9 April 2026 granted the appeal of the Lviv City Council regarding the decision of the Sokilnyky Village Council to alter the boundaries of the village of Sokilnyky. The case concerning the alteration of the village boundaries has been returned for re-examination to the Lviv District Administrative Court, which will now consider it on its merits.
This concerns the Master Plan that foresees large-scale residential development near Lviv International Airport: over 50 hectares of housing for approximately 14,000 residents in the airport’s noise impact zone. The Lviv City Council is challenging this decision, emphasising that the changes affect the interests of the Lviv community.
Previously, the courts refused to consider this case due to formal reasons, but the Supreme Court confirmed the right of local self-government bodies to approach the administrative court in such matters. The case has been returned to the court of first instance to determine the legality of the Sokilnyky Master Plan itself.
It should be noted that the Lviv City Council proposes an alternative to housing development — an economic zone with the potential for up to 10,000 jobs, whereas the city is ready to discuss housing development with the investor on another site.
