Rules for holding mass events during martial law established in Lviv region

In Lviv region, a unified procedure has been approved for holding mass events under the legal regime of martial law. The document sets out general requirements for organising events and focuses on the safety of participants.

The new rules apply to cultural and artistic, educational, sporting, youth, religious, entertainment and charitable events, as well as to peaceful assemblies, rallies, marches, demonstrations and other events where a significant number of people are present at the same time.

According to the procedure, organisers are obliged to agree the holding of an event in advance with the relevant local self-government body. To do this, no later than 10 working days before the date of the event, a written request must be submitted indicating the purpose of the event, the place and time it will be held, the estimated number of participants and details of the persons responsible.

A separate set of requirements concerns safety. Before holding an event, organisers must identify the nearest protective structure or shelter to which people can be evacuated in the event of a threat. The number of participants must not exceed the capacity of the chosen shelter.

If an “Air raid” alert is announced, the event must be stopped immediately. Organisers must inform those present and arrange for them to move to the shelter. The event may only be resumed after the official all-clear for the air raid has been given.

Organisers are also responsible for ensuring public and fire safety, assisting in maintaining public order and providing participants with information on what to do in emergencies.

The introduction of a unified procedure is intended to streamline the holding of mass events during wartime and to create clear mechanisms for responding to potential threats, so that events take place in compliance with safety requirements and with a responsible attitude to the life and health of people.
