In Lviv region, an enterprise official suspected over purchase of unusable shelters worth UAH 6.8 million

An official of a district heating enterprise in the Lviv region has been notified of suspicion over the procurement of unusable modular shelters for employees of two combined heat and power plants totalling more than UAH 6.8 million. This was reported by the Territorial Department of the Bureau of Economic Security in Lviv region.

According to the investigation, the acting general director of the enterprise, acting deliberately and contrary to the interests of the service, concluded a direct contract with an outside company for the supply of modular shelters. At the same time, according to the investigation, he knew that the shelters did not meet the technical requirements and that they could not be used as protective structures for their intended purpose.

Despite this, the official signed the contract, ensured acceptance of the supplied products and their full payment at the enterprise’s expense. The total value of the procurement exceeded UAH 6.8 million. Forensic examinations confirmed that the supplied modular structures are unsuitable for use as protective shelters.

As a result of these actions, the enterprise spent more than UAH 6.8 million on structures that could not fulfil their primary purpose – to provide protection for the employees of the combined heat and power plants while working at critical infrastructure facilities.

On the basis of the evidence collected by BES detectives, the official has been notified of suspicion of committing a criminal offence under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position causing grave consequences). The suspect has not admitted guilt and has not compensated the damages. The case file, together with the indictment, has been referred to court. Operational support was provided by officers of the Security Service of Ukraine Office in Lviv region, and procedural supervision by prosecutors of the Lviv Regional Prosecutor’s Office.
