Former head of heating company in Lviv region to stand trial over losses on shelters

An indictment has been sent to court against the former acting director of a company providing heat supply services in the Lviv region. According to the investigation, his actions caused the company losses of almost UAH 7 million. This was reported by the Lviv Regional Prosecutor’s Office.

The investigation established that in October 2024 a contract was concluded between this company and a supplier of rapidly erected civil protection shelters. The supplier was to install two shelters with capacities of 100 and 70 people for staff who continue working even during air raid alerts.

However, the installed structures, by their type, did not meet the requirements for shelters at critical infrastructure facilities. These were lower-level protective structures that do not provide adequate safety for thermal power plant employees during enemy shelling and emergencies in accordance with the Civil Protection Code of Ukraine.

Despite being aware that the shelters did not meet the established requirements, the former official signed payment instructions, on the basis of which settlements with the supplier were carried out. As a result, according to the investigation, the company suffered losses of almost UAH 7 million.

The man is charged with abuse of office for the purpose of obtaining an unlawful benefit for another legal entity, which caused serious consequences to the legally protected interests of a legal entity (Part 2 of Article 364 of the Criminal Code of Ukraine). The pre-trial investigation is being conducted by the Territorial Department of the Bureau of Economic Security in the Lviv region, with operational support provided by the Security Service of Ukraine Office in the Lviv region.

Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proved in the manner prescribed by law and established by a guilty verdict of a court.
