As established by the employees of the Chervonograd district police department, together with the operatives of the Chervonograd district department of the Security Service of Ukraine in the Lviv region, under the procedural guidance of the Chervonograd district prosecutor’s office, the official, using his official position, committed official forgery and, colluding with the head of the contractor company, took possession of the funds in the amount of about two and a half million hryvnias allocated from the budget for the construction of the gas pipeline.
For example, in 2019, the village head of one of the settlements located in the Sokal district drew up obviously false official documents regarding the construction of a gas pipeline to the villages of the territorial community. Subsequently, a tender was held, the winner was determined, acts of execution and acceptance of works were drawn up and signed, and the corresponding payments were made.
However, in reality, the work on the construction of the gas pipeline was not carried out and even there was no need for it, since it had already been carried out earlier, which the attackers reliably knew. In this way, they took possession of budget funds in the amount of about two and a half million hryvnias.
Subsequently, the investigators informed the former village head about the suspicion of committing criminal offenses provided for in part 5 of article 191 (Appropriation, waste of property or taking possession of it by abuse of official position) of the Criminal Code of Ukraine and part 2 of article 28 part 1 of article 366 (Official forgery committed by a prior conspiracy by a group of persons) of the Criminal Code of Ukraine.
The pre-trial investigation has been completed, the indictment has been handed over to the court. The maximum penalty that threatens the perpetrator is imprisonment for a term of up to twelve years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and with confiscation of property.
