Deputies voted to award the title of “Honorary Citizen of the Chervonograd City Territorial Community” to Khmara Stepan Ilkovich, a three-term People’s Deputy of Ukraine and a former resident of Chervonograd, as a Hero of Ukraine.
Stepan Khmara was known as a human rights activist and dissident during the period of Soviet “perestroika”.
He spent many years in Soviet camps on political charges, was a fighter for the Independence of Ukraine, a People’s Deputy of the I, II and IV convocations.
