Lviv OVA reminds of the rules of transportation of humanitarian goods

On March 7, 2022, the Government of Ukraine adopted Resolution №224, which approved a list of categories of goods recognized as humanitarian aid without the procedure of recognizing such goods as humanitarian aid in each case, for the period of martial law.

This was reported in the Lviv Regional Military Administration.

In particular, the resolution distinguishes two categories of goods:

  • The first category is goods marked with one star, not intended for sale and imported for national security and defense measures in connection with the Russian Federation’s military aggression against Ukraine, civil protection and its daily needs.
  • The second category – goods marked with two stars, are imported into Ukraine in the presence of a written decision of the head of the regional military administration to determine the lists of goods and weight of goods needed to implement measures for national security and defense in connection with Russian military aggression. federation against Ukraine, civil protection of the population and its daily needs.

The Lviv OVA stressed that such decisions can be provided only by the heads of regional military administrations.

Here are some examples:

  • If you are importing humanitarian aid, which belongs to the category of two-star goods, for the Khmelnytsky Regional State (Military) Administration through the border crossing point in Lviv region, you can get a decision from either the head of Khmelnytsky OVA or the head of Lviv OVA;
  • If you are importing humanitarian aid for a military unit in the Kharkiv region, the decision may be made by the head of the Lviv OVA, but the recipient of the aid in the declaration must indicate the military unit of the Kharkiv region where you are taking aid;
  • If you indicate the recipient of humanitarian aid Lviv OVA, then such aid goes to the warehouses of Lviv OVA and then distributed according to the needs agreed with the Office of the President of Ukraine.

After processing the received appeals, Lviv OVA sends the relevant letters to the State Border Guard Service of Ukraine. The State Border Guard Service of Ukraine makes decisions on the admission of humanitarian cargo to the territory of Ukraine.

All other categories of goods (without asterisks) are automatically and without any approval recognized as humanitarian aid and can be imported into Ukraine without the procedure of recognizing such goods as humanitarian aid, based on a declaration filled out by the driver before crossing the border.

Recipients of humanitarian aid can be any legal entities – public or charitable organizations, public authorities, local governments, military units and more. Therefore, if you are delivering targeted humanitarian aid to someone, indicate in the declaration the appropriate recipient of such aid.

” For example, if you are delivering humanitarian aid to a specific military unit, indicate the recipient of that military unit in the declaration. This will simplify the logistics of both the senders of such humanitarian aid and the Lviv Regional Military Administration. And most importantly, it will allow to avoid any misunderstandings with the delivery of humanitarian aid to the appropriate recipients ”, – added in LOVA.
