
War veterans who have completely or partially lost their sight while defending the independence, sovereignty and territorial integrity of Ukraine will be able to receive a one-off cash payment to help equip their homes. This is provided for by Resolution of the Cabinet of Ministers of Ukraine No. 674 of 27 May 2026, which approves the procedure for implementing a joint project with the Ukrainian Red Cross Society to support such individuals.
The support will be provided for the purchase of specialised household appliances and assistive devices for veterans who have officially documented complete or partial loss of vision. The project is being implemented within the framework of the state veterans’ policy and is aimed at improving the quality of life of male and female defenders who have lost their sight as a result of hostilities.
The funds received can be used to purchase technical devices that make everyday life easier for people with visual impairments. These include smartphones and computers with screen reader software, voice assistants, household appliances with voice or mechanical control, navigation devices, reading machines, video magnifiers, medical devices with voice guidance and other means of adaptation.
The programme will start on 1 July 2026. To receive support and additional clarification, veterans or their legal representatives can contact the Department for Social and Psychological Support, Legal Assistance and Interaction with Male and Female Defenders and Members of Their Families of the Drohobych City Council.
The application and required documents can be submitted in person, by post or in electronic form. The following documents are required to apply for the support:
- application;
- identification code according to the Unified State Register of Enterprises and Organisations of Ukraine (for legal entities) or the taxpayer registration number;
- copy of the passport of a citizen of Ukraine;
- consultation report by a specialist (form 028/o) confirming complete or partial loss of vision with an indication of the degree of visual impairment, or a copy of the decision (ruling) of the military medical commission, or a copy of the extract from the decision of the expert team assessing the person’s everyday functioning, or a copy of the conclusion (certificate attached to the examination report) of the medical and social expert commission.
