Since the beginning of the year, the Lviv OVA has allocated more than a billion hryvnias to expenses caused by the war

With the exception of regional budget expenditures, which in 2023 are directed to the so-called protected budget articles (paying employees of social protection institutions, education, culture, medicine, sports, payment of utility bills of budgetary institutions, etc.), capital expenditures and the implementation of regional target programs have provided 3 UAH 5 billion.

An analysis of this part of regional budget expenditures in 2023, which includes regional target programs, capital expenditures of regional institutions, and the reserve fund of the regional budget, shows that more than 31.5% (every third hryvnia) of them was directed to needs caused by the war. Other funds from regional target programs this year were directed to support critically important spheres of life. For example, 1 billion 9 million hryvnias were earmarked only for the comprehensive health care program in 2023. In particular, this program provides for expenses for the purchase of medicines and the treatment of seriously ill persons, as well as for the maintenance of medical institutions of regional subordination. Almost UAH 61 million was earmarked for social support for people in difficult life circumstances, UAH 9 million for the purchase of housing for orphans, and more than UAH 78 million for the construction and reconstruction of sewage treatment facilities and sewage networks (funds of a special fund, which provide for targeted use). Conditionally “developmental” expenditures provided for in the regional budget for 2023 are UAH 80 million to support business in war conditions (including those evacuated from the eastern regions). By the way, Lviv region is the first region in Ukraine in terms of business relocation indicators, which in turn solves the issue of creating new jobs and increasing revenues to the state and local budgets. Therefore, every hryvnia, which in the conditions of martial law is directed to the preservation of the economy and the creation of jobs, is an investment not only in the budget of the region, but also in the future development of the state. This was reported in the Department of Economic Policy of Lviv Oblast.

UAH 430 million was allocated to security and defense capability, UAH 323 million to support the Defenders of Ukraine, treatment and rehabilitation of war victims, and UAH 346.6 million to support forced migrants. In total, this is more than UAH 1 billion 104 million.

As for the support of defenders and the rehabilitation of victims of the war, the funds went, in particular, to the repair of the hospital where soldiers are treated and rehabilitated, the Support Program for Defenders of Ukraine, the rehabilitation and treatment of victims of the full-scale war with the Russian Federation, their children, as well as to support a start-up – projects of veterans.

Within the direction of security and defense capability, the funds were directed to the “Safe Lviv Region” Program, repair of specialized military educational institutions, furnishing of “Defense of Ukraine” offices, liquidation of the consequences of armed aggression of the Russian Federation, innovative projects of dual and military purpose, as well as to the creation of an administrative center of the National Police.

As part of the support for IDPs, the money was directed to providing people with housing, repairing social security institutions, the load on which increased many times after the start of a full-scale war, partial compensation for housing IDPs, improving the health of their children, and providing social services in shelters.

We will remind, on the initiative of the head of the Lviv OVA, Maksym Kozytskyi, a working group was created, which will monitor the proper use of budget funds in our region. Tomorrow, October 20, the first meeting of this group will be held in Lviv OVA.

“At it, we plan to listen to representatives of TG, district administrations, heads of communal enterprises, structural subdivisions of TG and administrations.

The working group included representatives of the Lviv Regional Government and law enforcement officers. The working group will meet weekly, and its activities will be transparent and public.” – Maksym Kozytsky emphasized.
