The Lviv Regional Military Administration informs about changes to the Comprehensive Program for Support and Development of Agriculture in 2024 regarding the development of agricultural berry cooperatives.
The Comprehensive Program offers veterans and women veterans to undergo recovery and rehabilitation by starting agricultural production of berry crops through the formation of agricultural cooperatives.
The establishment of agricultural cooperatives by female and male veterans or their membership in agricultural cooperatives has a twofold significance. First, it contributes to the economic growth and sustainability of rural communities, while providing veterans with income opportunities and stable living conditions. Secondly, it provides them with the opportunity to interact and cooperate with other ATO (JFO) and war veterans and business entities, which will facilitate their social integration, recovery and rehabilitation.
According to the amendments to the Comprehensive Program, funds from the regional budget for the development of agricultural cooperatives operating in the field of berry growing will be directed to the DSAs where agricultural cooperatives with combat and/or anti-terrorist operation participants among their members are operating or planning to operate. The DSA must conduct a preliminary analysis of the activities of cooperatives in the district and, in case of berry planting, inform the Department by May 1 of the number of cooperatives that have expressed a desire to receive budget support, the area of berry plantations and the estimated need for subventions per 1 hectare of berry plantations (by an official letter).
Subsequently, the DSAs establish commissions for reviewing applications for financial support under the Comprehensive Program (hereinafter referred to as district commissions), publish an announcement about the commencement of the Commission’s work in the current year, which is posted on the official websites of district state administrations, district councils, on social media pages, and in the print media. District commissions review the documents received from agricultural cooperatives and determine the amount of support.
The list of agricultural cooperatives that receive financial support is approved by an order of the head of the district state administration (or a person acting as such). The right to receive financial support is granted to existing and newly established agricultural cooperatives with at least three (3) members who are veterans and/or business entities founded by a veteran.
Financial support for agricultural cooperatives operating in the field of berry growing can be provided in two ways: – in the form of budgetary funds for the costs associated with the establishment of berry plantations (planting material, drip irrigation system, fertilizers, plant protection products (hereinafter – PPP); – in the form of reimbursement of costs incurred for the establishment of berry plantations (planting material, drip irrigation system, fertilizers, PPP). Львівська обласна військова адміністрація повідомляє щодо змін до Комплексної програми підтримки та розвитку сільського господарства у 2024 році в частині розвитку сільськогосподарських ягідних кооперативів. В межах Комплексної програми пропонується ветеранам та ветеранкам пройти відновлення та реабілітацію шляхом започаткування сільськогосподарського виробництва з вирощування ягідних культур через об’єднання у сільськогосподарські кооперативи.
Створення сільськогосподарських кооперативів ветеранами та ветеранками або їх членство у сільськогосподарських кооперативах має подвійне значення. По-перше, це сприяє економічному зростанню та стійкості сільських громад, забезпечуючи при цьому ветеранам та ветеранкам можливість заробітку та створення стабільних умов для життя. По-друге – надає їм можливість взаємодії та співпраці з іншими учасниками АТО (ООС) і війни та суб’єктами господарювання, що сприятиме їх соціальній інтеграції, відновленню та реабілітації.
Згідно змін до Комплексної програми, кошти з обласного бюджету на розвиток сільськогосподарських кооперативів, які здійснюють діяльність в галузі ягідництва будуть спрямовуватись до РДА, на території яких здійснюють чи планують здійснювати діяльність сільськогосподарські кооперативи, серед членів яких є учасники бойових дій та/або антитерористичної операції. РДА повинна здійснити попередній аналіз щодо діяльності кооперативів на території району та у разі закладання ягідників інформувати Департамент до 1 травня про кількість кооперативів, які виявили бажання одержати бюджетну підтримку, площу ягідників та розрахункову потребу у субвенції з розрахунку на 1 га ягіднику (офіційним листом).
В подальшому РДА створюють комісії з розгляду заявок на одержання фінансової підтримки в межах Комплексної програми (далі – районні комісії), публікують оголошення про початок роботи Комісії в поточному році, яке розміщується на офіційних вебсайтах районних державних адміністрацій, районних рад, на сторінках соціальних мереж, а також в друкованих засобах масової інформації. Районні комісії перевіряють документи, одержані від сільськогосподарських кооперативів, визначають суму підтримки.
Перелік сільськогосподарських кооперативів – одержувачів фінансової підтримки затверджується розпорядженням голови РДА (або особою, що виконує обов’язки). Право на одержання фінансової підтримки мають діючі та новостворені сільськогосподарські кооперативи серед членів яких є не менше 3 (трьох) осіб – ветеранів/ветеранок та/або суб’єктів підприємництва, засновником якого є ветеран/ветеранка.
Фінансова підтримка сільськогосподарських кооперативів, які здійснюють діяльність в галузі ягідництва, може надаватися двома шляхами: – у вигляді бюджетних коштів на здійснення витрат пов’язаних із закладанням площ ягідних насаджень (садивний матеріал, система крапельного зрошення, добрива, засоби захисту рослин (далі – ЗЗР); – у вигляді відшкодування витрат здійснених на закладання площ ягідних насаджень (садивний матеріал, система крапельного зрошення, добрива, ЗЗР).
