The Cabinet of Ministers of Ukraine adopted amendments to the Procedure for providing persons with disabilities, children with disabilities and other separate categories of the population with auxiliary means of rehabilitation and payment of monetary compensation for independently purchased such means, their list.
The update of the order is primarily aimed at improving the mechanisms of providing prostheses to Ukrainians who need them.

From now on, the decision about the need for a prosthesis can be made by a multidisciplinary rehabilitation team on the basis of the health care facility where the person is. Previously, such a decision could only be made by the VLK, MSEK or LKK. Now the decision can be made by a team that works directly with the person in the hospital for a long time and can clearly define their need.
VLK, MSEK, LKK and multidisciplinary rehabilitation teams must use a single document form, in which detailed functional characteristics of the rehabilitation tool must be specified. The key goal is to make the process of prosthetics easier for the patient, and for the prosthetics company to facilitate its work by defining all the details in the document.
IMPORTANT: if a person has a valid MSEK opinion, LKK or VLK certificate, which was issued before the amendments to the decree came into force, then no new documents for providing rehabilitation aids need to be drawn up.
Expanded access to prosthetics. It is now possible to apply for prosthetics at the territorial branch of the Fund for Social Protection of Persons with Disabilities. Previously, such an application could be submitted online, to the Department of Social Protection of the Population, to TsNAP, or through a social worker in the hospital, if there is one in the institution.
Shortened the list of documents for providing the DZR. For example, it is no longer necessary to submit a certificate from the place of work, study or service.
The cost of a prosthesis for children, which is compensated by the state to a prosthetic company, was equated to the cost of a prosthesis for adults. After all, components for products cost practically the same. This will allow prosthetic enterprises to manufacture better quality children’s prostheses in Ukraine, using modern components. Enterprises will receive full compensation for manufactured products.
Mechanisms for controlling the quality of installed prostheses have been improved – the possibility of photo and video recording of the product and transfer of this data to the Fund is provided, subject to the person’s consent.
It is possible to repair the prosthetic product at the expense of the state budget, namely, to replace the stump receiver and fastening elements, within the warranty period. The repair of a prosthesis damaged as a result of hostilities or armed aggression of the Russian Federation is also covered by the state budget.
Prostheses installed abroad can be serviced, in particular, repaired, in Ukraine at the expense of the state budget within the warranty period (after registration of such a product and the person who received it with the Central Bureau of Investigation).
The procedure for assigning wheelchairs with an electric drive is simplified – there is no need to obtain a decision of the regional MSEK. Thus, the appointment of power wheelchairs will follow the general procedure, like any other means of rehabilitation.
