For the first quarter of 2022, the consolidated indicator of overfulfillment of the budgets of Lviv region is 5.6%. We are talking about 81 budgets – 73 budgets of territorial communities, 7 district and regional budgets. This is a positive trend, but to support it, budget managers should use them as efficiently as possible. This was emphasized by the Deputy Head of the Lviv OVA Ivan Sobko.
“Lviv Regional Military Administration appeals to all community leaders to use every hryvnia as efficiently as possible. After all, given the government’s orders, it is now impossible to use capital funds, changes in the state budget have reduced state subventions, and the state bears the financial burden due to martial law, “said Ivan Sobko.
“The war and the enormous damage inflicted by the enemy on the northern, eastern and southern regions of Ukraine will affect the ability to use funds from both state and local budgets across the country. The implementation of the plans declared for this year will have to be suspended, “Ivan Sobko added.
At the same time, the deputy head of the Lviv Regional State Administration explains that the financial situation in the Lviv region is stable – 90% of the territorial communities of the region have developed and approved realistic financial plans. In addition, positive indicators of personal income tax and the single tax are recorded in the Lviv region.
“Yes, out of 81 budgets in the region, in the first quarter of this year only 12 were not 100% fulfilled. In particular, strong indicators in two district budgets: Yavoriv – 443%, Chervonograd – 268%.
Among the budgets of territorial communities should be noted Pomoryanska TG – 192%, Pidberiztsivska – 187%, Medenytska – 184%, Trostyanets – 162%, Dobromilsk – 150%, “said Ivan Sobko.
There are districts and communities where the budget has not been implemented and expenditures need to be reallocated. In particular, in Zolochiv district budget execution for the first quarter is only 68%.
Among territorial communities:
- Lopatinska – 68.5%;
- Zabolottsivska – 70.2%;
- Belzka – 72.2%;
- Chervonohrad – 80.8%.
“If we talk about the regional budget, the overfulfillment for the first quarter of this year is 9%, and it’s very good. In total, it is 77 million hryvnias out of the plan. However, we understand that due to changes in the tax and budget codes, given the war in the country, if at the end of the second quarter we reach 90-95% of the targets – it will be a resounding success. But it all depends on how the economy of the state and Lviv region, in particular, will work. Therefore, business development and the maximum possible creation of new jobs remain important at this time, “said Ivan Sobko.
