
The concept of the draft law ‘On Lviv Agglomeration’ was presented in Lviv.
‘Currently, the draft law is being tested using the example of the rear Lviv agglomeration. Specifically, the mechanisms of interaction among communities and the implementation of joint projects are being tested, so that in the post-war period, the best practices can be quickly applied to other Ukrainian agglomerations,’ reported Lubomyr Zubach, Deputy Mayor for Urban Development.
In Ukraine, there is a lack of legislative framework and state support for agglomerations that, de facto, have existed for a long time. For example, Lviv. Therefore, the initiative of such an agglomeration draft law is more than timely, emphasized Lubomyr Zubach, who also published the main fundamental points of the draft law.
The preservation of self-sufficiency and autonomy of all communities that are part of the Lviv agglomeration is envisaged.
The format of work is multi-purpose cooperation. Financial attractiveness. The authors of the draft law foresee retaining 50% of the reverse subsidy in local budgets. These funds are intended to be directed towards agglomeration projects. The key directions of such projects are joint spatial planning, a shared transport network, ecology, and waste management.
State interest – agglomeration as a phenomenon of economic growth points. After the end of martial law, agglomerations will also become forms of reconstruction. Therefore, it is necessary to think about the formation of economic and logistics hubs now. This will be beneficial primarily for the state, but also for the communities.
