There are 73 hromadas in the Lviv Oblast, each of which has its own financial capacity.
The total consolidated budget of the Lviv region for 2024 is UAH 46.5 billion. Of this amount, UAH 3.4 billion has been earmarked for war-related tasks. This includes both direct defence spending and funds allocated for rehabilitation and support programmes for our soldiers and veterans.
This was announced by Maksym Kozytskyi, head of the Lviv Oblast State Administration.
There are 73 hromadas in the Lviv Oblast, each with its own financial capacity. The largest defence expenditures are planned in the budgets of the Sokilnytsia, Velykomostivka and Solonka communities (23.4%, 22.9% and 12.1% respectively).
“On the one hand, the Sokilnytska and Solonkivska communities have high financial and tax capacity indices, so it is logical that they can allocate more to the army. On the other hand, this list includes the Velykomostivska community, and somewhat lower – the Shchyretska and Zymnovodivska communities, which have relatively low financial capacity, but this did not prevent them from allocating a significant share of their expenditures for defence,” said Maksym Kozytskyi.
At the same time, there are a number of communities in the region with sufficient financial resources, but they have planned very little for defence. These are, for example, Lviv, Stryi, Truskavets and Drohobych communities, where such expenditures amount to only 8.1%, 4.6%, 2.1% and 0.8% respectively.
Less than 1% of the budget was allocated for defence measures in the Brody (0.7% or UAH 1.97 million), Dobromyl (0.6% or UAH 0.6 million), Drohobych (0.6% or UAH 4.16 million), Rudkiv (0.4% or UAH 0.55 million) and Sambir (0.3% or UAH 0.95 million) communities.
“A logical question arises: how did this happen? It is obvious that the leadership of these communities has other priorities, and people in the communities do not demand changes. It is important to note that, for example, the budget of the Lviv community is twice as large as the regional budget. Society rightly demands that the state provide maximum funding for the Defence Forces. But the withdrawal of local governments from supporting our soldiers is also a direct violation of justice. I am grateful to all the people who donate as much as they can. But it is also your right and duty to monitor where the taxes you have paid go. Especially in wartime.
I appeal to the heads of local self-government bodies and to concerned people on the ground: we still have 3 months until the end of the calendar and budget year. There is still time to remedy the situation. Do it. I believe in your ability and that you understand your responsibility to the Defenders and their families,” said Maksym Kozytskyi.
As of September 2024, UAH 25.2 billion was allocated from the consolidated budget of Lviv region, of which UAH 2.1 billion was allocated for defence expenditures (or 8.3% of the total). Direct defence expenditures amounted to UAH 1.6 billion, while other war-related expenditures amounted to UAH 0.5 billion.
The largest share of expenditures for war-related tasks was allocated from the following budgets:
- Sokilnytsia: UAH 63.5 million (38.2% of the total expenditures in the community);
- Velykomostivska: UAH 35.3 million (25.4%);
- Solonkivska: UAH 43.2 million (23.8%);
- Regional budget: UAH 683.3 million (17.1%);
- Slavska: UAH 49.7 million (15%);
