Due to the fact that during the period of martial law established by the Decree of the President of Ukraine dated February 24, 2022 No. 64/2022 “On the introduction of martial law in Ukraine” and in accordance with the norms of Article 12 of the Law “On freedom of movement and free choice of place of residence in Ukraine” access to the register of territorial communities is suspended, services for declaration of place of residence/registration of place of residence are not provided ,
The registration department informs that the registered place of residence can be confirmed through:
1. a passport of a citizen of Ukraine produced in the form of a booklet;
2. a passport of a citizen of Ukraine, or a passport of a citizen of Ukraine for traveling abroad in the form of an e-passport, or an e-passport for traveling abroad;
3. extract from the register of the territorial community.
The State Migration Service of Ukraine, together with the Ministry of Digital Transformation of Ukraine, developed the possibility of creating an extract from the registry of the territorial community on the Unified state web portal of electronic services Diya.
This opportunity is provided in order to implement the requirements of the legislation on the provision of electronic public services regarding the declaration and registration of the place of residence in Ukraine.
An extract from the register of the territorial community will be formed by means of the departmental information system of the Ministry of Internal Affairs of Ukraine using the system of electronic interaction of state electronic information resources.
The extract will contain information about the person, the address and date of the declared/registered place of residence (stay), or the address and date of removal from the declared/registered place of residence (stay), or information about cancellation of declaration/registration, removal from declared/registered place of residence (stay).
In addition, a unique electronic identifier (QR code) will be automatically applied to the generated extract.
With its help, citizens can present an extract when receiving administrative or social services – the information can be read and checked by special technical means by obtaining data from the departmental information system of the State Internal Revenue Service.
The extract is formed according to the data of the registers of territorial communities as of February 23, 2022.
