A working meeting on preservation and effective management of cultural heritage objects was held in Lviv OVA

“I propose to make proposals for changes to this document, as a result of which it will be possible to transfer cultural heritage objects under the PPP to those who will make a very bright business out of them. Later, tourists will come there with pleasure to enjoy the beauty, various events will take place,” said the deputy head of the Lviv OVA, Oleksandr Kulepin, who presided over the event.

During the presentation, Natalya Tabaka, head of the Department of Tourism and Resorts of Lviv OVA, spoke about the successful experience of transforming cultural monuments into tourist centers in Europe and the USA. On the territory of Lviv Oblast, there is also a practice of transferring monuments to a concession, but it is ineffective.

According to Oksana Maksimiv, head of the legal support department of the Lviv OVA, Lviv Region has a negative experience with the transfer of cultural heritage objects to a concession. The contracts concluded back in 2010 were never implemented and remained “formally” concluded. If we talk about the concession in the context of the current legal norms, the process of drawing up documents is currently quite long, there is a need to improve the institutional and legal support for the preparation and implementation of PPP projects.

In the case of the sale of such objects, the only thing that will protect the architectural heritage of the monument from its destruction is the legislation on the protection of cultural heritage. Certain risks are created,” Oksana Maksimiv stressed.

Olena Vasylko, the director of the department of architecture and development of urban planning of Lviv OVA, expressed her opinion on this issue.

“I am in favor of the fact that the rights to own such objects, with strict requirements for protection and restoration, could even be granted for lease or ownership through auctions. This is a normal European practice. I know that abroad there is such a moment that anyone who shows a bank account clearly opened for the restoration of this object and has a certain amount of funds deposited in it can come to the auction. He undertakes to restore the building within a specified time and can use money from this account only for its restoration,” said Olena Vasylko.

Now the market of cultural heritage objects is actually forming, it is becoming prestigious to be their owners and restore them properly. Therefore, it is necessary first of all to remove them from the balance sheets, where they are inefficiently managed, and gradually throw them for privatization with minimal conditions.

The director of the department for culture, nationalities and religions of Lviv OVA Iryna Gavryliuk, the head of the NGO “Heritage UA” Hanna Gavryliv, the initiator of the project of the cultural and educational space of the Fredro-Sheptytsky Palace, Yuri Yatsenko, also expressed their proposals on this topic, about successful PPP projects on the territory of Poland Jan Sheptytskyi (online) and monumental art restorer Vasyl Karpiv told.
