Official negligence with losses of almost UAH 2 million – officials of Stryi City Council to be tried
Under the procedural supervision of the Stryi District Prosecutor’s Office, the pre-trial investigation was completed and indictments were submitted to the court against two officials of the Stryi City Council. The head of one of the departments and her deputy were charged with official negligence (Art. 367(1) and (2) of the Criminal Code of Ukraine).
The investigation established that the company had been commissioned by one of the departments of the Stryi City Council to carry out major repairs to the local Sokil stadium.
According to the latter, the contractor entered false information in the acts of work performed and certificates of their cost. In particular, their volume and cost were overstated.
The local government officials, in turn, approved the illegal documents without checking the calculations of the cost of construction works and equipment for the repair.
Thus, the company was unjustifiably transferred almost UAH 2 million.
It should be noted that subventions from the local, regional and state budgets were allocated for the repair of the stadium.
Additionally, we note that an indictment on fraud and forgery of official documents (Art. 190(4), Art. 28(3), Art. 366(1) of the Criminal Code of Ukraine) was also sent to the court against the organised group involving the contractor.
The pre-trial investigation in the criminal proceedings was conducted by investigators of the Stryi District Police Department of the Main Directorate of the National Police in Lviv region, with the operational support of the SBU Office in Lviv region.
Note: Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
