Prosecutors of the Lviv Regional Prosecutor’s Office completed the pre-trial investigation and sent an indictment against a Ukrainian citizen to the court. He is charged with collaboration and participation in a terrorist organisation (Part 7 of Article 111-1, Part 1 of Article 258-3 of the Criminal Code of Ukraine).
The investigation established that in 2014, a resident of Donetsk region resigned from his position as an inspector of the fire and rescue service and voluntarily went over to the enemy. The man joined an illegally created law enforcement agency of the Russian Federation.
In particular, from September 2014 to August 2022, he was assigned to the 23rd Fire and Rescue Unit of the State Fire and Rescue Detachment of Horlivka of the Ministry of Civil Defence, Emergencies and Disaster Management of the Donetsk People’s Republic.
The latter held the following positions: Chief Fire Supervision Inspector, Chief State Fire Supervision Inspector, Head of the Supervision and Preventive Work Group. Subsequently, he held the position of acting Chief State Fire Inspector – Head of the Supervision and Preventive Work Group with the special rank of Captain of the Civil Protection Service.
In August 2022, he was promoted to the Supervisory and Preventive Work Department of the Nikitovsky District of Horlivka of the Supervisory and Preventive Work Department of the Horlivka City District of the Supervisory and Preventive Work Department of the Main Directorate of the Ministry of Emergency Situations of the Russian Federation in the Donetsk and Luhansk regions. There, he held the position of senior investigator with a special rank of captain of internal service.
While holding pseudo-positions, the accused participated in the activities of illegal organisations, thus ensuring the establishment and strengthening of the occupation authorities of the Russian Federation and the so-called “dpr” in the temporarily occupied territories of Ukraine.
The special pre-trial investigation was conducted by the State Bureau of Investigations in Lviv, based on the materials of the SBU Office in Lviv region.
Note: Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
