Another scheme of illegal transportation of conscripts abroad through the “Shlyah” system was exposed in Lviv

Under the procedural leadership of the Lviv Regional Prosecutor’s Office, two citizens were exposed and reported on suspicion of organizing the illegal transportation of persons across the state border of Ukraine (Part 3 of Article 332 of the Criminal Code of Ukraine).

According to the investigation, during martial law, the suspects organized schemes for illegal crossing of the state border of Ukraine by conscripted men for a monetary reward.

In particular, a man from Kharkiv was exposed, who produced fictitious documents, on the basis of which men’s data was illegally entered into the “Shlyah” system. Thus, conscripts were allowed to travel abroad as volunteer drivers. He priced his services at $4,000 for two packages of documents.

He was detained in accordance with Art. 208 of the Criminal Procedure Code of Ukraine during the receipt of funds.

A man from Lviv was also detained who, for $5,000, promised to issue a permit for a conscript to travel abroad by entering personal data into the Shlyah database, and in the future he would personally transport the latter across the state border to the Republic of Poland.

Investigations are ongoing, currently preventive measures have been taken against both suspects.

The pre-trial investigation is carried out by the investigators of the Investigative Department of the State Government of Ukraine in the Lviv region, operational support is provided by the SBU Department in the Lviv region and the Strategic Investigations Department in the Lviv region of the National Police of Ukraine.

Note: in accordance with Art. 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until his guilt is proven in a legal manner and established by a court verdict.
